Most people stop at Transylvania.

The castles, the fog, the Carpathian peaks, the myth of Dracula that Bram Stoker borrowed from a country he never visited. Romania is genuinely one of the most visually dramatic places in Europe and it knows it. Tourists come for Bran Castle and the Danube Delta and the mountain road that Top Gear once called the best in the world.

What they miss almost every time is the part where Romania was actually ahead of everyone else.

  • Timișoara installed the world's first electric street lighting in 1884. Before Paris. Before London. Before New York.
  • The first oil refinery on earth was built in Romania in 1857.
  • Romania has some of the fastest internet speeds on the planet.
  • Bucharest, still pictured by half of Western Europe as a grey Soviet-era capital, is widely considered one of the best cities in Europe for nightlife, food, and a startup ecosystem that has been quietly producing serious companies for two decades.

Romania has a long habit of doing things first and getting credit late. Private capital is the latest example.


6 billionaires & 35 years. All self-made.

As of 2025, Romania is home to six billionaires. Ion Stoica and Matei Zaharia lead at $2.5 billion each from their stakes in Databricks, the data analytics firm valued at $62 billion. Two Romanian-born computer science professors co-founded one of the most valuable private technology companies on earth.

That is not a coincidence. It is what happens when a country graduates extraordinary engineers at scale and those engineers eventually stop leaving and start building.

The ones who stayed built things too:

  • Daniel Dines took UiPath from a Bucharest office to a $35 billion public listing
  • The Pavăl brothers turned a regional hardware store called Dedeman into Romania's largest privately-owned company
  • Sacha Dragic built Superbet into a multi-billion European gaming empire
  • Radu Georgescu sold RAV antivirus to Microsoft and has been backing Romanian startups through Gecad Ventures since 1992

None of this came from inherited wealth. Romania had a planned economy until 1989. There was nothing to inherit. Everything on this list was built from scratch in thirty-five years.


What is actually happening in the market right now

Private equity investment activity in Romania reached EUR 433 million in 2025, quadrupling from the previous year and exceeding levels recorded in other CEE markets. The average transaction value jumped from EUR 6.6 million in 2024 to EUR 21.3 million in 2025.

Family offices contributed EUR 42 million to Romania's private equity and venture capital ecosystem in 2025, a category that barely existed as a formal asset class five years ago.

That last number is small in absolute terms. In structural terms it is significant. Romanian family capital is beginning to formalise, to move from informal angel activity into proper investment vehicles with mandates, processes, and the ability to write meaningful cheques. The feedback loop is forming. Founders who built companies in Romania are now backing founders building companies in Romania. That is how durable startup ecosystems develop everywhere.


Three types of investors on this list

The first generation builders

Ion Țiriac built his fortune across automotive, banking, and real estate after a career as a professional tennis player. The Pavăl brothers from Bacău. The eMAG founders. Radu Georgescu. People who created something significant from nothing in a post-transition market and are now deciding where to put what they built.

The tech exit reinvestors

Călin Fusu founded Neogen at 26, built BestJobs, and put the proceeds to work through Neogen Capital. Andrei Pitiș sold Vector Watch to Fitbit, then started Simple Capital. The V7 Capital team sold 7card and immediately backed other founders. These are operators who crossed the table and never fully left the other side. They know what it feels like to build with limited capital in an underestimated market. That makes them genuinely useful partners, not just cheque writers.

The international capital that chose Romania

Oresa, a Swedish entrepreneurial family, has been investing in CEE since 1995. Fribourg Capital was built by a former Prime Minister of Moldova. A Middle Eastern family office planted a flag in Bucharest because EU membership, engineering talent, and growth trajectory made a case that most Western European investors still have not noticed.


Before you open the list

The Romanian private capital market is younger than most. The offices here are in many cases still defining their thesis, still formalizing their processes, still figuring out the balance between the assets that created their wealth and the technology bets they want to make with it.
